The event was held at Raymond Terrace on November 21 and 22.
The Rookies competition is open to bowlers who have been playing for less than 30 months.
Almost 500 players representing the 16 zones in NSW entered the singles competition with the finals series featuring all the zone champions.
Luke represented as zone 3 champion, just ahead of Matt Jarrett, another Glen Innes bowler.
He defeated Wade Dickens from Davistown RSL (zone 15) by 17-9, and Greg Donlan from Avalon (zone 9) by 17-9 and was defeated by Garry Lynham from Towradgi Park (zone 16) by 17-10.
The State Rookies competition is a showcase for Bowls NSW.
