NSW recorded its second straight day of zero local cases from 16,070 tests on Thursday.
There were two new overseas acquired cases.
Premier Berejiklian said the NSW Government would aiming to be in a position to ease restrictions "hopefully in the next week".
However, the Premier did add "testing rates are not where we'd like them to be".
"The government is in the space of considering health restrictions but we won't have the confidence to do this unless we lift the rate of testing," the Premier said.
"We are very much considering what restrictions we can ease."
The Premier refused the temptation to detail exactly what restrictions would be eased, but highlighted restrictions around weddings and mask wearing might be a couple of the areas considered.
"We are on the right path," the Premier said.
"We want to provide certainty for the community and for business so that's why we'd rather have a whole list of things to detail (in relation to restrictions being eased).
"Relief is on the way."
NSW Chief Health Officer Dr Kerry Chant urged the community of NSW to come out for testing to enable the lifting of restrictions.
"It is a plea to the community to come out for testing regardless how minimal your symptoms might be," Dr Chant said.
"We are urging every family to prompt love ones with symptoms to get tested.
"It is Important at this time we mop up any transmission chains that may exist."
Dr Chant also warned people to not become complacent with virus protection measures such as hand sanitisation and mask wearing in high traffic areas.
NSW Health also confirmed there was a positive detection of COVID-19 in sewage from Sydney's North-West and Dr Chant asked anyone in those suburbs to come forward for testing.
