It is only the second gold Israelis have won in any Olympic competition after Gal Fridman took windsurfing gold in Athens 2004.
Dolgopyat, twice a world silver medallist in the same event, tied with Rayderley Zapata of Spain on 14.933 points but prevailed on Sunday due to the higher difficulty of his routine.
"Artem, you champion, you made history today," Israeli President Isaac Herzog tweeted.
"Israel is proud of you."
China's Xiao Ruoteng took the bronze for his third medal of the Tokyo Games, with Russian favourite Nikita Nagornyy having to settle for seventh after landing a triple pike out of bounds.
Brazil's Rebeca Andrade took gold in the women's vault final after 2016 champion Simone Biles skipped the event to safeguard her mental health after struggling in the air during training.
Andrade, 22, who took silver in the all-around last week, recorded 15.083 to easily claim victory ahead of Biles' US teammate Mykayla Skinner with South Korea's Yeo Seo Jeong taking bronze.
The men's pommel horse final and the women's uneven bars, also without Biles, take place later on Sunday night.
