However, she said Christmas was a time when people could enjoy and celebrate the good things in life, such as family, friends and community spirit.
"Although difficult conditions persist, we hope there is some relief and joy in the weeks to come and in the New Year," said Ms Sparks.
"The fires that have ravaged our area have been horrendous and the people that have helped save our homes and farms have been assisted by local volunteers who have helped to feed the fire crews and personnel.
"We thank everyone immensely for months of tireless work in dry, hot, windy weather."
Ms Sparks said unfortunately, many residents had been either directly or indirectly fire affected and some have had a combination of fires and drought to contend with.
"I extend a very warm welcome to these residents or anyone who may not be able to share Christmas lunch with family or friends because of distance or any other circumstances, for a community Christmas lunch at the Glen Innes Town Hall," she said.
"Everyone is welcome to this lunch and there is no need to pre-book - simply come along.
"The function starts at 11am on Christmas Day and finishes at 2pm."
Ms Sparks said it was difficult to be positive about 2020 when conditions were so difficult.
"With the summer season upon us, and with the continuing drought, bushfires and other extreme weather conditions, it is hard to be positive about our future," she said.
"I do encourage everyone to have a good rest, to enjoy being with your family over the Christmas period and to be thankful we have each other.
"Our Council has achieved much this year and we will continue to bring about positive outcomes for you all.
"This is a kind and caring community and this has come to the fore with the recent tragedy of the fires in our local government area.
"I wish you all a very happy and safe Christmas."
