The young Italian, who is bidding to qualify for the Nitto ATP Finals in Turin in November, did not drop a set all week and was particularly impressive in defeating Monfils 6-3 6-4.
It was a first final appearance since February 2020 for Monfils, but he went an early break down in both sets and was unable to take either of his two break points.
Sinner had beaten Aussie James Duckworth in the quarter-final 7-6 (7-4) 6-4.
The doubles title went to British duo Jonny O'Mara and Ken Skupski, who defeated Austrian pair Oliver Marach and Philipp Oswald 6-3 6-4.
